The ACT Math exam is very much an overall test on Algebra I and II and Geometry with a tiny bit of Trig thrown in. I helped a college student pass at a high level when he was starting with just Algebra skills. He was able to choose any level for math continuing when he was admitted. I use review problems from public sites to find gaps and then teach to those issues, guided by the student's comfort for the topics. With the SAT math historically more difficult, it's easy to write off the ACT Math as its more benign cousin, when in reality, it's just a different set of questions.
